Understanding Council’s legislative and regulatory environment

Keeping the community informed of the facts regarding Council's performance and operations was highlighted in a Mayoral Minute tabled at today's Ordinary Meeting.

Endorsed by the majority of Councillors, Scenic Rim Mayor Greg Christensen said the Mayoral Minute addressed ongoing false and misinformed allegations that were circulating in the community.

"I have consciously stayed silent until today, however I believe now is the time to draw the line and stand up for truth - on behalf of employees, our communities and our elected Councillors," he said.

"There seems to be a lack of understanding outside of Council of the legislative and regulatory environment that Council is required to operate in.

"The post-Belcarra environment has introduced significant changes that the Scenic Rim Regional Council is implementing and upholding."

While there was some discussion about the Mayoral Minute, the majority of Councillors acknowledged the world of local government had changed and there was opportunity for Council to raise awareness of the legislative requirements the Council is required to undertake.

The six facts outlined in  the Mayoral Minute relate to the following:

  1. Policies and procedures are in place to satisfy the requirements of applicable legislation and to support Councillors in their roles.
  2. Council's decision-making forums.
  3. Council's confidential workshops and briefings.
  4. Council's Standing Orders for meeting conduct.
  5. Councillors' obligations to abide by confidentiality and privacy legislation.
  6. Proper processes to progress allegations against Council.

Mayor Greg Christensen said the Mayoral Minute said the list of facts was not exhaustive.

"While this does not exhaustively address every aspect we are required to consider, I believe it will clarify some fundamental matters," he said.

"Importantly, the Mayoral Minute shows the proper avenues and processes that are in place for any individual to progress an allegation."
